In the Answer Guy article titled "Helpless" (https://linuxgazette.net/issue44/tag/33.html), I think Leslie was referring to Data Access Objects (DAO), a Microsoft data access API/toolkit. AFAIK, there's no Linux/Unix version, as it is a MS-proprietary technology.
btw, the answer to his/her question is that DAO will work on Win98, as it did with Win95 -- he/she will, however, have to install the latest DAO runtime redistributable K to develop software using DAO. One should be able to find it on the Microsoft Developer Network site: https://msdn.microsoft.com
